Waybill for stock transfer within state

Under GST, does waybill require for Site to Site stock transfer within the state?

We are works contractor doing construction works and have more than 25 work sites in Karnataka. Right now for Site to Site stock transfer within the state if value of Material exceed Rs. 25,000/- we need to issue e-Sugam (Karnataka Waybill)  for the same.

Does the same would applicable under GST for the Material Value Exceed Rs. 50,000/-?
