If the Reciever is HUF/Indiviual than 15% otherwise 20%.

The rate shall be maximum mariginal rate (i.e. 33.99%) or rate certified by C.A. (rate depending upon taxability "Tax-clearance certificate") or if any order issued under section 195 read with section 197 by A.O. (Tax Exemption Certificate)
