If any refund claim after tax payable , then only you can file ITR for F.Y 2019-20 , for that you have to take approval from CIT under condonation of delay and after approval you can file ITR for F.Y 2019-20 , only in refund case .

You can file your ITR return online either through the income tax e-filing portal or through ClearTax. If you wish to file the return through the government portal, then you have to file it using the “offline” mode or the “online” mode.
- Calculation of Income and Tax.
- Tax Deducted at Source (TDS) Certificates and Form 26AS.
- Choose the right Income Tax Form.
- Download ITR utility from Income Tax Portal.
- Fill in your details in the Downloaded File.
- Validate the Information Entered.
- Convert the file to XML Format.
