according to new gst council meeting...the late fee is waiving from July 2017 to September 2018.
But when I'm filing the return today of July 2018 then also I'm liable to pay penalty . why ..??

Fee waiver is only recommended in GST council meeting. Its not yet notified. Once it will be notified, it will be applicable and late fee paid, if any, will be credited to cash ledger.
