VAT security deposit refund

on of my client paid security deposit of 25000/- while registration of vat application

as per rule we have to claim refund after 36 months

but now we are in gst regime

pls advice me can file refund application now or wait for 36 months to complete

if can claim now, pls advice which r the documents required and procedure
