VAT registration deposit

Sir Good evening.

My friend is doing a ready made garment busines. When VAT was introduced he had some urgency in taking VAT number so he paid Rs 25000 as a deposit to the Govt. authority at the time of registration. Then, he used to pay his VAT liability from this deposit which was up to GST introduction paid around Rs 10 to 11 thousands.

Now he wants to know the status of balance fund so what he can do? Please guide. He paid this Rs 25K deposit thru bank DD. Please guide.
