Is it mendatory to pay VAT (if registered in DVAT) despite of non tuching of thrash hold limit since registeration.

yes if your are collecting vat , vat needs to be paid

if you registered in DVAT, whether you have touched thresold limit or not; you have to pay VAT as per provisions of DVAT Act
