I want to know whether we have to charge VAT
when a EOU unit make sales to another EOU unit
in the same state. The transactions is in $.

EOU should have registration under the VAT/CST Acts in that State to raise invoice. Even if they raise invoice, local VAT will be applicable. Without VAT invoices can be raised only if the EOU is exempted from payment of VAT and there is an appropriate notification.
