i wanted to know when we buy electrical items to be used in the process of manufacture and delivery charges are incurred by the supplier of those items then wud vat wud be charged only on the electrical items or the total value of the bill i.e. cost of electrical items and delivery charges.

Yes,
Vat will be charged on the aggregate of the value of material and delivery charges.
as the VAT is charged on the total value of invoice.
As per Assam VAT Act, cost of delivery (if charged separatley) will be out of the puview of VAT.
