Vat on capital goods

Please do let me know, whether Payment of VAT on procurement of Capital Goods, shall be avail as Input Tax Credit  while paying VAT to VAT Authorities or not. Such Capital Goods are bought for the purpose of R & D purpose.

Please clarify me in this regard.
