Vat- non filing of returns

Hi,

One of my client has not filed the returns for PRE-GST period and the GST provisional registration number has got cancelled.  

What is the probable solution for the same to make GST complaint ? Is it good to take new registration ? will there be any penalty for non filing of kvat returns ??
