Dear Uttam,
Incase you are a Registered Dealer, you are liable to issue Invoices properly. If you do not issue proper invoices you may have to pay penalty similar to the amount of tax in the invoices and your registration might also get cancel depending on your response to the ST Officer.
I would like to know was this a mistake or it is done purposely. If its a mistake, you can issue a duplicate invoice mentioning TIN No.
The main consequence is that the Purchasing dealer would not be able to claim the Input Set-Off without the TIN No. So ultimately he will stop buying goods from you.
Hope I solved you query.
Regards,
Ronak.
