The admit card for NOV 2017 exams released recently states to use ONLY BLACK INK for writing papers as against BLUE OR BLACK INK as mentioned in admit card for MAY 2017 exams.
Is this changed really?

YES IT APPARENTLY HAS, JUST DOWNLOADED MY ADMIT CARD AT READ IT FOR MYSELF.
ABSOLUTELY ABSURD.

ICAI can only make this type of absurd changes.

The reason for allowing only black ink pen is that, ICAI has to scan all the answer sheets to provide them as Certified Copies to students who paid fee.
So, Scanning answer sheets with blue color ink is taking large amount of data. Therefore, this rule has been brought.
