Urgent query

There is an MNC having holding in singapore. The mnc had some imports from different countries but had no money for payments so holding company made payments on behalf of its subsidiary. Now subsidiary wants to repay the money to its holding company but its bank said you cant make payment like that as per fema and rbi regulations. So wt can be done to make such payment to holding company?
