One of person having an income from Laundry Business and rental income from 1 house property and other is self occupied .
My Question is that is he eligible to file ITR-3 for the f.y 2018-19 under 44AD?

No. Persons opting presumptive scheme can only file ITR-4 for the FY 2018-19. He cannot file form ITR-3

On P/L account tab in ITR3 ,there is available 44AD under no accounts maintenance section. u can fill that section.
Although, I suggest u to file ITR4.

Ya. U r eligible to file ITR 3 as well as ITR 4. If u choose ITR 3, u should fill row 61 in P&L only. Should not fill whole p&l
When ITR 3 and ITR 4 both are possible, you should compulsory file ITR 4 only.
