Marks can be deducted even if your answers match as its given at the vey beginning that suggested answers are just for our reference and may bear no connection to marking schemes.
Sometimes, marks are given even if answers dont match with the suggested answers. It depends a lot on the valuer and his judgement.

The suggested answers prepared by Board of Studies is different from the Answer Key prepared by the Examination department. You generally will score marks if your answer covers key points in theory question.

Its the content,quality,relevance and presentation that matter.You have to convince the examiner the correct application of the theory to the problem.You can also make assumptions and have an answer different to that given in the suggested provided the assumptions are resonable.

One cannot write answers as it is like in suggested answers.
Institute fixes marks for steps/ points and the examiner provides for accordingly.
