I HAVE PAID ADVANCED TO CONTRACTOR AFTER DEDUCTING TDS AS APPLICABLE,BUT AFTERWORDS I HAVE TAKEN BACK MY ADVANCE MONEY...SO WHAT IS TREATMENT OF THAT TDS ?
CAN I CLAIM THAT AS GENERAL EXPENSES ?

You can use that deposited amount of TDS against any other party.

Advice as given by Shudhanshu Ji Agarwal is correct.
But what if the TDS had already deposit to the Govt. and filed the proper TDS Return and afterward discovered the this fact.

In such a case you can revise the TDS return
