if a company reimbursed salary expences for commission agent,is service tax applicable?????

yes.
If the agreemnets (between commission agent and the service receiver) provides for reimbursement of Salary then off course service tax will be aplicable.
Please ref. circular B1/4/2006-TRU dated 19.04.06 read with rule 5(1) of service tax determination of valuation rules 2006
