Hi Sikha Sharma,
U can not write civil exam without doing any graduation degree as per rules of UPSC.
And they given some details who will eligible for write exams in the below link.

"Candidates possessing professional and technical qualifications, recognised by Government as equivalent to professional and technical degree would also be eligible for admission to the examination.''
Are even eligible to appear for the Civils , so is CA degree not recognized by the Govt. of india?
