Can anyone please tell the difference between 43B,40A(7),40A(9) interms of gratuity

40A(9) talks about setting up cost of any establishment
40A(7) Talks about non allowance of mere provisioning without there being physical contribution.
43B talks about in which year the contribution is to be allowed.
