if I purchase rs. 9000 from Unregistered dealer what is the procedure in gst. where I shown in gst returns in current date scenario

As the Reverse Charge Mechnasim has been suspended till March 31, 2018 No GST is applicable on unregistered purchases till this date.

Yes gst is applicable on all purchases from unregistered persons exceeding Rs. 5000 till October 12th, 2017

You can Purchase and Sales from/to URD. No more restriction...
Purchase from URD then no need action in GST returns from 13th October....
Sales to URD / End Users You ll be make Tax invoice and sell your supplies...
