but sec. 24 has prohibited , it says that if any person making any interstate taxable supply then he liable to take registration under GST irrespective of thresholds limit. are you sure about this. if it is avoided then what is the notification no and date. please provide me.
No. URD can only purchase goods interstate.
No URD cannot supply interstate , else have to obtain registration

Persons making INTER STATE Supply have to registered Compulsorily under GST as per SECTION 24 of CGST Act 2017.
Therefore, URD cannot do INTER-STATE Supply of Goods or Services or both.
Therefore, URD cannot do INTER-STATE Supply of Goods or Services or both.
URD cant make interstate outward supplies without gst registration.
