I m a unregistered dealer in U.P because my sale is below 20 lacs. can I purchase good from Delhi or other state???

Yes, You can purchase any other State. But, Inter State sales not available for You / URD
Yes....... you can purchase from any registered dealer of pan-India.....
For inter state supply registration is mandatory
