Union Territory Sales Return

If X company (1st stage Dealer) export a goods and the company paid customs and GST, When goods move to other country the Purchaser return the goods at the time when goods not cross the indian territory.
What is the process of the get goods release from custom and what the inpact of GST on that goods???
