Unilateral cancelled GSTN

My GSTN is cancelled by department on its own. I have since paid up all my arrears . When I applied for revocation I get the message to first file the returns. Since my number is cancelled I am unable to file the returns . Even the assessing officer is unable to help even after I produced the proof and showed him thru my laptop.
This is similar to locking the door from inside and asking me to get in. And this after paying for interest and late fee.
