One of my friend not filling any in AY 21-22.
Further he has TDS around 20k u/s 194JB
My question is can we possible to get that TDS amount in AY 22-23...
If so, what is the process or is there any conditions..???

Yes, u/s. 119(2)(b) of IT act, ITR can be filed after getting permission from JCIT of your jurisdiction.
