1) Give application to your ITO to file AY 2017-18 u/s 119(2)(b). (see Circular no 9 2015.).
2) Once permission is granted you can file online under above clause. Login -->my account-->service request.
3) Take income and TDS both and any other income in return

IMHO
119(2)(b) is about refund issues . All genuine refund cases will be entertained including filing return and claiming refund. My case I had filed return u/s 119(2)(b) for some TDS appeared after two years. I filed application to ITO - he said file under different section .(CIT has powers to accept any refund of unclaimed TDS appearing late) and not under 119(2)(b). He took me to CIT also that time.

1) Vikram you can claim TDS of 1197 pertaining to AY 2017-18 by filing AY 2017-18. only.
2) For filing 2017-18 give applicartion to your ITO (draft attached here) . You can file return only if you get permission which you will get 99 percent.
3) You cannot claim TDS appearing in FY2016-17 (AY 2017-18) in AY 2018-19 unless you file AY 2017-18 and C/F your TDS (as per Notification 28 dated 16/03/20090 ) and then B/F in return of AY 2018-19
