For AY 2010-17 there is an unclaimed TDS of Rs. 5000, and no return is filed till AY 2016-17
Shall we claim TDS now i.e AY 2017-18

TDS of earlier year cannot be claimed in following year, without filing the return of the corresponding year of TDS deduction.
we can file income tax return before 31 March 2018 as last date for belated return is one year from the end of Assessment year and claim the TDS.But deductor has to file the TDS return and it should reflect in your form 26 AS .You must have TDS certificate form 16/16A for supporting.
when you will receive notice from income tax department for non filing of income tax return, relating to respective assessment year.

now you cannot do anything because you can get refund only if you file return on or before due date and due date is 31st july 2017
