If someone haven't GSTIN than he can apply Udyam registration without GSTIN.
And afterwards also you are not required to take GST registration if your turnover is less than limit.

No, it's not mandatory to take GSTIN for all entrepreneurs.
It's mandatory if your turnover exceed the 20/40 lakhs as the case may be subject to section 24 of CGST act.
