Twice submission of trn-1

We have already obtained the closing balance of  Cenvat and Service Tax in  ITC Register through submission of TRN-1.at Central Section. ----------------

But due to  Non Submission of VAT return , We could not yet able to carry forward Vat closing balance  to ITC Register

Question: Have any  possibility  to submit Another TRN-1 at State Section for VAT amount carry forward to ITC register ???

If   NO.... then have some another way to take VAT amount in ITC register ???
