whether a salary structured ee is eligible to calim simultaneous deduction under sec 80C if receive children allowance ?

yes you can.
children allowance is kind of salary (income) which you received from your co. and against that allowance you claimed a deduction but 80c is deduction from gross total income. so you can claim tution fees in 80c
