In case of RTO consultants what would be the Turnover? Payment made by them on behalf of clients or commission received by them for those payment or services (like ticket booking agents). Please reply if anybody aware of this field.

Please read relevant rule on services of pure agent in valuation rules. To my knowledge it should be only on commission received. This is because when payment is made on behalf of clients it tantamounts to service of pure agent.

Turn Over will be calculate for the Commission Amount only...
