Treatment for deductions on arrears of salary

Hi Experts,

I am a State Govt Employee. For FY 2017-18, I have received my salary only for Jan 2018 to March 2018 (only 3 months) & balance April 2017 to Dec 2017, I have received my salary as arrear in April 2018. I have paid LIC 3000 per month (36000 for FY 17-18) and housing loan principle 66000 and Interest 140000 for FY 17-18, let's assume my monthly salary is Rs.70,000/-, my questions are below,

1.Am I need to file ITR 1 for FY 17-18 for the 3 months salary of Rs.2,10,000 which I have received ? this is below basic slab. If still I need to file, how much I can consider for 80 C deductions (LIC and housing loan deductions)? 

2.don't I need to file ITR for FY 17-18 and can I include my total salary income & deductions of Fy 17-18 with Fy 18-19 ? then I can claim releif u/s 89 thru From 10E.

3.No tax (TDS) has been deduted for Fy 17-18 (actulas as well as arrears) & Advance tax also not paid for FY 17-18 salary income of 8,40,000/- (70,000*12 months). Will there be a interest and penalty be leveid?
