why government charges GST on imports by way of vessels but not via air?

No madam,
All type of mode of transports, while filing of Bill of Entry for Importing goods into India will attract appropriate GST.
Sathya I'm not taking goods here instead freight charges!
only Ocean Freight is considerable for paying GST under RCM applicable,
that to only "CIF" clause only attarct RCM
why government exempts air way ??
