Transport Charges paid to individual Tempo Owner, who is not GTA, are exempted or taxable under GST. If yes, SAC & Rate please

YES, you will charge under RCM 5%RCM is on Goods Transport Agency. GTA. Means he has to issue a consignment note or lorry receipt else RCM will be 18% on Delivery Charges Pls check what did your delivery person give and accordingly pay RCM in case you issue self INVOICE with refrence no. mention in letterpad and received PAN no.
On my opinion if transporter is not GTA then the sevice is exempted from GST. Pl confirm
