Transfer pricing for a WOS

Greetings All,

If an American Company wants to set up a WOS in India for the explicit purpose of developing its software product at the WOS, does the issue of Transfer Pricing apply? Can the American company not just send the monthly expenses to the WOS, either at the onth end or at the begining of the month?
