if a person working at UAE transfers money from there to his family india,is he liable for any type of tax in UAE or INDIA

No in principle there are no taxes .. if the intention is to just provide money to the family for meeting daily expenses... if he is transferring for business then necessary disclosure/approval to be obtained as per FEMA.
