Seems you are already in last year of articleship. In 2nd or 3rd year of articles, you can get transfer only if your CA accepts your transfer. Otherwise no other way. There should be some acceptable transfer reasons as prescribed by ICAI. Without any of those reasons, its highly difficult in my view.
