What can be done if a CA refuses to give transfer?

when could we take transfer as i joined my articleship in march mid and i m in IPCC cleared bth groups within wht time i could take transfer

is it not necessary to work for certain period say 3 or 6 mths under tht ca na???????????

@ amee21 : no need to work under that CA for 3 or 6months.....u can take transfer any time without any restrictions in the 1st year of Articleship.

i want to ask tht i joined my articles on 16-03-2011 and tht co. far frm my home and i dnt gt to learn so should i take transfer nnow in june or july or i shall take it on oct nov or dec
and ya more over they have audit
so wht shall i do i cant understand any thng
and plz tell tht surely 1 transfer is allowed naa
and how many leaves are availed during 3 years of articles
