ha can any 1 pls tell me whther a article clerk can ask 4 transfer at any time and if da ca refuses to give da transfer what da article clerk shld do

It is a right of student to get transfered from one CA to another for completing remaing articleship for some valid reason.
In case any CA Refuse to give permission, you can write to your ICAI regional office in this regard.

IT has to be for some valid reasons. ICAI specify that tsfr can be with MUTUAL CONCENT
