As you are supplying to unregistered dealer, the transaction is B2C transaction and you can't get ITC

Your customer is URD / RD is not a matter. If you are registered regular dealer then you can sell your goods local state or Out of State...

If u r a regd. Dealer , Than u sell the goods to interstate customer by charging IGST whether your customer is an URD/ RD
But when we are selling Crepe Silk Sarees to Consumer outside the state what is the GST no. to be mention for B2C interstate
