time peroid to sale the materail in transit sales?

1. Please let me know,

1. “A” has purchased the goods, against form C, from another state.
2. “A” has asked the supplier to get 15 L.R. of various quantities.
3. The material is kept at transporters godown.
4. “A” has sold the goods, against sale in transit, by endorsing the L.R.
5. Material is sold within two months from the date of receipt at transporters godown, to same customers on various days. They may have paid the demurrage charges to the transporter.
6. “A” obtains the form C from all the customers.
7. Sale tax authority says, the same is not allowed, because the customers are same, who have bought the material on various days, and two months is longer period. So they have disallowed the transaction?
Is this correct?

how 15 consignment notes can be sent against a single bil or invoice covered in single C form?
As A have not cleared the goods from transporter, but it has been booked for destination of A's address, so the transport godown would be in state and city of A.
if A has endorsed and sold goods to "same Customer" then how he can collect forms from ALL customers?
If the godown is in city and state of A, then the goods are cleared from that godown, so its subject to local VAT, where C form has no existance.

15 L.R. receipts are prepared against 1 invoice, of various quantites. total incoice qty say 100 nos, they are split into various quantity say 2 * 2 l.r. 5 * 3 l.r. 7 * 5 l.r. 10* 4 l.r. etc.
transporters godown is in same city as of A.
"A" has sold the goods to varous customers say B / C / D /E, agaisnt sale in transit . These 4 CUSTOMERS ONLY ISSUED C FORMS.
Now against these 4 customers, e.g. D has purhased the goods from "A" on various dates, i.e. A has transfered/endrosed the L.R. as per the requirement of D, as and when required by D.
Material has been cleared/delivered to B / C /D /E by the transporter directly, against receipt of L.R.
Only issue is D has collected the material on various dates (within 2 months), as per his requirement, which is not acceptable to the sale tax authority.
so please let me know your coments.
