Dear Shankar for any form of ROC time limit is 30 days from the date of its creation and u can file it upto 60 days with additional fee.

No. Presently on expiry of statutory period of 30 days permission from Company Law Board is required for condoning delay. However, Form 8 can be uploaded in MCA portal. This I came to know today on discussion with Asst Registrar Kolkata

As per section 125 of the Companies Act, 1956 every charge created by the Company should file the particulars of charge together with the intrument by which tyhe charge is created, with the Registrar for registration within 30 days.
Provided that the Registrar may lalow the particulars and instument or copy thereof to be filed within 30 days next following the expiry of the said period of 30 days on payment of such additional fees as may be prescribed.
