A person has tunover of Rs 200000 for April to Jun 2017 and Rs 1600000 for July 17 to March 18 . Has he crossed the threshold limit for GST ?

In North eastern states it has crossed the limit. Rest of India he hasn't.
There is no notification for that you need to read and understand registration of GST section 22 of CGST Act 2017

22. Persons liable for registration.
[1] Every supplier shall be liable to be registered under this Act in the State or Union territory, other than special category States, from where he makes a taxable supply of goods or services or both, if his aggregate turnover in a financial year exceeds twenty lakh rupees:
Provided that where such person makes taxable supplies of goods or services or both from any of the special category States, he shall be liable to be registered if his aggregate turnover in a financial year exceeds ten lakh rupees.

Hi,
In Assam State, A person has registered with GST when the threshold limit was Rs.10.00 Lac., now the threshold limit enhance to 20.00 Lac(equalise with rest of India). Should he surrender his registration now, as his annual tourn over in between 10.00 to 12.00 lacs.
