Threshold for gst

Hi all,

I have a query regardign levy of GST. Let's suppose there is a company registered in GST providing Interstate Services. 

Does that company need to pay GST from the first supply of service or after crossing the threshhold of 20 Lacs. 

Please share any relevant Notification or Rule.
