Party A manufactures goods and raises a bill on Party B, A (located in SEZ) also exports these goods to Party C. Party B raises a bill on Party C.
When is the incidence of VAT liability,if any?

Your question is not clear. Who is the foreign buyer in this, what does it means that A also export from SEZ.
1. If Mr. A is a manufactuer and sales the goods to Mr.B. Mr. A has to raise the Taxable Invoice on Mr.B.
2. If Mr. B is the exporter, and he exports the goods, Mr. B has to issue the Form H to Mr. A. to get tax refund.
