some students are not submitting test papers for CS executive still they are getting admit card....
why is it so..is it not manadatory?

Its not lyk that yar, u have to submit test papers, if u giving exams but not submitting test paper then u will not get ur passing certificate of CS inter, means until u will not submit test paper u will not able to get pass certificate

As per rules test papers are mandatory, but for ICSI i think rules are only for the sake of formality. I cant say about new scheme, but in old scheme a student will get his admit card, result, passing certificate etc. without submitting response sheets.
Still I would advise not to follow others. Its beneficial to submit test papers. Now you are required to submit only 1 paper per subject, and i think its fair enough; and moreover who knows when ICSI wakes up to get its rules enforced. You will also get answer booklet for the group for which you have submitted response sheets which will be usefull in your preperations.
