The department has blocked our credit which is lying in the Electronic credit ledger without any notification, how to proceed further..

You have to contact your jurisdictional centre gst head office for unblocking

Yes as per New rule 86A inserted by Notification 75/2019 CT , the commissioner has power to Block ITC of Taxpayer subject to conditions prescribed therein .
