Yes, telephone reimbursement provided to employees is not taxable. This is as per Rule 3(7)(ix) (reproduced below) of the Income Tax Rules.

No need to show as it is not an income only refund of your expenses.

Telephone reimbursement provided to employees is not taxable. any expenses reimbursed is not taxable under the Indian income tax act.
