depends. You might just be showing it as purchase of inks and thus no TDS,
Generally it is contract basis so u/s 194C.
No... it's not under contract basis... Just it's sale the ink and deal as purchase.
If made on contract basis for govt then only TDS deducted.
In normal case it is supply & no TDS provision attracted
